Wednesday morning. A vendor's security lead opens their inbox and finds three customer questionnaires waiting in the queue. One is a SIG. One is a CAIQ. The third is a 400-question custom spreadsheet a customer's procurement team built last year and refuses to retire.

All three ask whether the vendor encrypts data at rest. All three ask about their incident response plan. All three ask for their SOC 2 report. The questions are not identical, but they are close enough that the security lead, like any rational person under time pressure, starts by copying answers out of last quarter's responses and pasting them into the new ones. Some answers are still true. Some are slightly out of date. A few are honest guesses about what the customer wants to hear.

By Friday, all three are submitted. Nobody learned anything.

The thesis

This is the part of TPRM that most people don't talk about. The buyer-side story (assessments take too long, answers are stale, breaches keep happening anyway) is well-rehearsed. The vendor-side story is barely told. But they are the same story, viewed from opposite ends of the table.

The category was designed around a single assumption: vendors are adversaries, and assurance is what you get when you interrogate them hard enough. Every part of the workflow follows from that. The 400-question spreadsheets. The annual review cycles. The forensic tone of follow-up emails. The model is structurally adversarial, and it's now the limiting factor on the entire program.

The fix is not a better questionnaire. It's a different posture.

What buyers actually experience

If you run a TPRM program at a buyer, you already know most of the things wrong with it. The pattern is consistent across companies and industries.

The answers don't tell you much. You ask 200 questions. You get 200 cells filled in. Some are precise. Some are templated. Some are written to satisfy the question rather than describe what the vendor actually does. You can usually tell which is which, but you cannot do much about it. The format does not reward precision. It rewards completion.

The cycle is too slow. A meaningful vendor assessment, from request to closeout, takes four to six weeks. By the time you finish, the vendor has shipped new code, hired or lost staff, changed sub-processors, or had a quiet incident you will not hear about until next year's review. You assessed a snapshot. The vendor moved on without you.

The decisions don't propagate. The work you did to onboard a vendor in March does not help your colleague onboarding the same vendor in June. Each customer asks the same questions, learns the same things, and stores the answers in their own private system. The industry runs on duplicated effort that never compounds.

The economics don't fit. Legacy TPRM platforms charge fifty thousand dollars or more per year. They were built for the largest enterprise security programs. The vast majority of companies who need third-party risk management cannot justify the spend, so they go without, or they make do with a spreadsheet and good intentions.

You know all of this. The reason you keep doing it anyway is that the alternative is not doing it, and not doing it has its own failure mode. The system is bad. The lack of a system is worse.

What vendors actually experience

Now flip the table.

A typical vendor security team is small. At a Series B SaaS company, it might be one person. At a Series D, it might be three or four. They are responsible for keeping the company's actual security posture functioning: managing access, running detection, patching, responding to incidents, training the rest of the company. Customer assessments are not their job. They are the tax they pay to keep the company's customers happy.

Every customer asks for a SOC 2 report. Every customer asks for an information security policy. Every customer asks how the vendor handles encryption, access management, vendor management, change management, incident response, business continuity, and roughly forty other domains. The questions are functionally similar across customers. The format is never the same.

So the security team maintains a master document somewhere, often a Notion page or a Google Doc, that contains the canonical answers. When a new questionnaire arrives, they translate from the master into the customer's preferred format. They edit phrasing to match the question wording. They re-attach the same evidence files. They submit. The customer reviews. The customer asks four follow-up questions. They translate those answers too.

This happens many times per quarter. For a fast-growing vendor, it can happen many times per week. It is the largest single time sink in their job, and it produces nothing they can build on. The work is identical to the work they did last month for a different customer, and it will be identical to the work they do next month for the customer after that.

The temptation, when you are the vendor in this position, is to give the answers customers want rather than the answers that are true. Not out of malice. Out of pattern matching. You learn quickly which framings get assessments approved fastest, and you start writing toward them. The questions are leading. The answers follow.

This is what the system asks vendor security teams to do. It is not a moral failing on their part. It is a rational response to a poorly-designed process.

The two experiences are coupled

Here is the part most TPRM content misses. The buyer experience and the vendor experience are not independent.

The reason buyer-side answers are templated and slightly out of date is that vendor-side teams are translating from a master document under time pressure. The reason vendors give answers customers want to hear is that customers reward fast turnaround on questionnaires more than they reward precision in them. The reason cycles take four to six weeks is that the work is duplicated across both sides of the relationship and across every other customer the vendor is dealing with that month.

The system's outputs are degraded because of how it treats the people inside it. Buyers experience this as low-quality assurance. Vendors experience it as burnout. They are the same problem, surfacing on opposite ends.

If you only fix the buyer side, you get faster questionnaires that still produce the same low-quality answers.

If you only fix the vendor side, you get vendors who can complete their backlog faster but still give customers nothing they can act on.

The fix has to be structural, and it has to involve both ends.

This is the case for treating vendors as customers, not adversaries. Not as a politeness. As a design principle. If your TPRM program assumes vendors are interested in maintaining accurate, current security information that you can use, the workflow that follows looks completely different than if you assume they are trying to hide something.

What a fix looks like

Each vendor in the network is, on average, shared across five customers. That number compounds over time. Every additional customer who joins makes the system more useful for the customers already in it. Every additional vendor who maintains a profile reduces the duplicated effort across the entire industry, by a small amount per vendor and a large amount in aggregate.

This is what changes when you stop treating vendors as adversaries.

It is also why the model has to be a network, not a feature. A platform that lets one customer ask better questions still produces local improvement at best. The structural problem is that every customer-vendor pair is solving the same assurance problem in private. The fix is to make the work shared, the data current, and the participation valuable to both ends.

The Trust Network is a bet that vendors, given the option, will choose to maintain accurate security information once if it means they do not have to fill in another spreadsheet. That bet has been correct so far.

Closing

Picture the same vendor security lead from the opening. Wednesday morning. They open their inbox and find three customer assessment requests. They click through to their Scout Trust Network profile. The profile is current. The customers' questions auto-fill against it. Two of the three are essentially complete. The third has four genuinely specific questions about a custom integration. The lead writes those answers, attaches evidence, and submits.

By Wednesday afternoon, all three are done. The customers got better answers than they would have any other way. The vendor got their week back.

That is not a productivity gain. It is a different system.

Your vendors are customers too. Treat them like it, and you will find out what TPRM was supposed to do all along.
